Martin J. Heistein became a Partner at Belkin Burden Wenig & Goldman, LLP in 1992. He serves as head of the firm’s Administrative Law Department and is involved in diverse proceedings before the State Division of Housing and Community Renewal (“DHCR”) as well as other City and State agencies. He has extensive experience representing large and small owners of real property in New York.

Mr. Heistein has many years of experience in representing owners in connection with proceedings and issues concerning rent control, rent stabilization, hotel stabilization and single room occupancy hotels as well as residential leasing. He works with numerous owners and developers who are planning to purchase property, carrying out the necessary due diligence for the purchase and analyzing the future property with respect to reviewing the regulatory status of the building, correct levels of rent, pending proceedings and analyzing the potential for development. He also supervises the firm’s section which analyzes, prepares and files Major Capital Improvement applications, J-51 tax abatement applications, ICIP applications and 421-a applications. Mr. Heistein was the former counsel to the Rent Stabilization Association of New York (“RSA”) and is an expert in the Rent Stabilization Code, having analyzed the Code on behalf of property owners at the RSA.
